Staffing Needs

In order to effectively coordinate all of the logistics involved in planning and putting on these events, we propose to create a part-time Volunteer Coordinator position dedicated to the execution of these tasks. The person hired for this position will be guaranteed employment for two years, and will be retained if the program is extended after the evaluation process at the end of this period. The Volunteer Coordinator will responsible for coordinating all of the "Art for All" programs, and will also take over some of OPL's existing programming. The salary for this 50% position will be $15,000 annually, without benefits.

Program Budget

According to our estimation of the cost of implementing the Libraries for All programs, we will need about $12,650 for program costs, materials, and advertising, and an additional $30,000 to hire a half-time volunteer co-ordinator, for a total of $42,650. Details are shown in the chart below.

We have met $9,520 of our projected program needs through grants, donations, and in kind gifts. We have received a grant of $5,000 from the Paul G. Allen Foundation for purchase and installation of public art by local artists in the library. We have received a U.S. Library Grant from the Gates Foundation, in the amount of $2000, for the purchase of graphic arts software and to bring a professional trainer to the library to teach a workshop on the new programs. We have received donations of office supplies and art supplies from Haley Office Products, Inc., and they have also agreed to contribute materials needed to hang exhibits. Local businesses and corporate sponsors have agreed to sponsor specific Arts For All library programs and art exhibitions.

The remaining unmet need for the first two years of the Art For All Program is $6,260 for program costs and the $30,000 needed for two years of salary for the Volunteer Coordinator. The total amount now needed to implement the Art for All program is $36,260. We are requesting $32,260 from the City Council to meet that remaining need. We sincerely hope that the City Council will join local schools, teachers, parents, artists, businesses, and organizations in support of the Art For All library programs.

Alternative budget:

In the event that the amount of $36,260 is not available, we have created a smaller scale plan for the "Art for All" program which includes a shorter list of programs. In this case, the Annual Arts Festival, the Graphic Arts software and training, and the Mural project will be eliminated. Coordination of the remaining programs would be done by the Art for All Task Force and volunteers, with minimal assistance by the library staff. The total amount of program funding needed for this plan would be $2300.

Although the alternative plan and budget is a viable option and preferable to no action at all, the Art for All Task Force wish to stress the positive impact the larger events would surely have on our community. These three events have the capacity to bridge social gaps in our community and promote arts awareness. Producing these events would visibly demonstrate our commitment to the free exchange of ideas and expression that the visual arts represent.
